Having good conditions in land, climate and topography, Thai Binh, a key paddy production province in the Red River Delta has over the past few years continued to maintain strong growth in rice production with a constant improvement in output, yield and quality. The province has succeeded in implementing a model on commercial rice production and initially accessed to exporting market. The following are notes of AGROINFO (IPSARD) taken during a field-visit to study Vietnam’s rice commodity with assistance of US Department of Agriculture (USDA).
HA NOI —The agricultural sector receives a high rate of capital investment every year for the construction and improvement of standing infrastructure, however, project implementation remains low due to slow release of funds and bureaucratic delays.
There are two successful government agencies working in support rice farmers. First, the Arkansas Rice Research and Extension Center, under the University of Arkansas. Work by the Center is strictly applied research, closely linked to practice. Second, Dale Bumpers National Rice Research Center, under the United State of Department of Agriculture (USDA). Different from the Arkansas Rice Research Center, this Center concentrates on basic science research, which supports farmers in long-term.
Market information plays an important role for different players in the economy, from policy makers to business community, manufacturers, consumers, and farmers. An accurate and updated market information system will help the market to operate efficiently, reduce cost and risk, and increase production quantity and profits. However, in order to conduct an agricultural market information service for each commodity sector, which fully reflects the current situation and forecasts trends for future, it is necessary to have a focal institution for gathering information (collecting database on crop production, stock and consumption information, trade market and prices, weather conditions…), and analyzing developments that affect the commodity sector.
